S Daniel Carter

S. Daniel Carter has worked to develop and secure passage of regulations for six major pieces of federal legislation including the Campus Sexual Assault Victims’ Bill of Rights, and 1998’s Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. He was recognized on the floor of the U.S. House of Representatives in 2008 as “probably the leading person in this Nation in advocating more action and tougher action against crimes that are committed on campus.” 

S. Daniel Carter serves as Director of 32 National Campus Safety Initiative (32 NCSI) for the VTV Family Outreach Foundation, a national non-profit organization created by a majority of the families and survivors directly impacted by the April 16, 2007 tragedy at Virginia Tech. He has more than twenty years of experience working to improve college and university campus safety nationally, and serving the victims of campus violence.
